Deed Restrictions
Binglewood was originally platted and developed in 1954 and Deed Restrictions were filed of record in the real property records of Harris County, Texas. As Sections One through Five were added to the Binglewood subdivision, each section filed its own set of Deed Restrictions, however, each section established an Architectural Committee to enforce their compliance. Section Six, platted in 1997, is governed by a Declaration of Covenants, Conditions and Restrictions which also established an Architectural Control Committee. The officers of the Binglewood Civic Association are the current members of the committee and approve all changes and improvements to homes in Binglewood. Policies and Guidelines
On November 14, 2020, the Board of Directors of Binglewood Civic Association, Inc. (formerly known as Binglewood Civic Club, Inc.) passed a set of Policies and Guidelines applicable to all six sections of Binglewood which were filed of record in the real property records of Harris County, Texas. They deal with such issues as (a) Parking of Boats, Trailers and Recreational Vehicles; (b) Barbeque Grills; (c) Parking of Commercial Vehicles; (d) Flags And Flag Poles; (e) Solar Energy Devices; (f) Storm, Solar and/or Energy Efficient Roof Shingles; (g) Rain Barrels and/or Rainwater Harvesting Systems; (h) Religious Door and/or Entryway Displays; (i) Political Signs; (j) Vendor Signs; (k) Sheds; (l) Tiny Houses; (m) Additional Living Quarters; (n) Carports; (o) Antennas and Satellite Dishes; (p) Basketball Goals and Other Recreational or Playground Equipment; (q) Firewood; (r) Garage Sales; and (s) Short-Term Rentals.
All Binglewood lots owned on or before the date the Policies and Guidelines were adopted are exempt from Items d, k, m, n, o and p only. Owners are not liable for violations committed before their ownership of a Lot. To the extent the Policies and Guidelines contradict any previous guidelines, rules, covenants, or restrictions, the Policies and Guidelines shall control. The Policies and Guidelines are supplementary and are in addition to the Deed Restrictions and Declaration of Covenants, Conditions and Restrictions.

Other Policies
Also on November 14, 2020, the Board of Directors of Binglewood Civic Association, Inc. (formerly known as Binglewood Civic Club, Inc.) approved a Management Certificate and passed the following additional policies: (i) a Payment Plan Policy; (ii) a Collection Policy; (iii) a Records Retention Policy; and (iv) a Records Production Policy. All of these documents were recorded in the real property records of Harris County, Texas and may be found by clicking on the link below.
Any of these policies may be amended, modified or supplemented by resolution of the Board of Directors of the Civic Association and will also be recorded in the public records.

Payment Plan Policy
On March 8, 2022, the Board of DIrectors approved a policy regarding security measures which includes regulating security cameras and our security fence policy regulating the installation of security fences in the front yard of homes in Binglewood as allowed by the laws of the State of Texas. Important Update for Section 4 and Section 5 Neighbors
Volunteer petition committees for Sections 4 and 5 have been formed to update our very old and outdated deed restrictions from the 1950’s and 1960’s under Section 204 of the Texas Property Code. This initiative will formally establish the Binglewood Civic Association, Inc. (BCA) as our official Property Owners’ Association and set a mandatory $100 annual fee to secure permanent funding for vital neighborhood initiatives. Our current practice of relying on voluntary dues of $50 per year has become unsustainable and extremely unrealistic to meet the maintenance, safety and security demands of an ever-changing modern neighborhood like Binglewood.
The majority of dollars collected from this proposed $100 assessment will remain directly within the approving sections to fund targeted, community improvements!
Your dues will directly invest in:
Enhanced Security: Dedicated in-person security patrols or strategically placed security cameras.
Traffic Calming: Speed-reduction devices on McKean and Aruba to slow oncoming traffic turning off Clay Road.
Value Protection: Closing a decades-old legal gap to protect our property values and keep our community safe with better enforcement of our existing deed restrictions and city ordinances.
Voting & Next Steps:
The Goal: We need a 60% "Yes" vote (90 out of the 149 homes in Section 4 and 63 out of 105 homes in Section 5) to pass each amendment under Texas law.
Door-to-Door Outreach: Volunteers will go door-to-door with information packets, visit with every homeowner and collect signatures. They will answer your questions and concerns and bring along a notary.
Community Preference Survey: We will also provide a separate community opinion survey so you can tell us exactly how you want your money spent!
